About the Author
Dr. Ray C. Minor is a program officer and scholar at the Kettering Foundation. He has extensive executive and management experience in public, private, and non-profit sectors. Dr. Minor's research interests include citizen participation and engagement, democracy, politics, public authorities and institutions, and nongovernmental organizations. He has served in the Governor's Cabinet in Alabama and held cabinet posts at a major nonprofit in New Jersey and two liberal arts colleges in Alabama and Texas. He was founding President and now Chairman Emeritus of the David Mathews Center for Civic Life. Dr. Minor graduated from the University of Alabama with a Bachelor of Science in Social Welfare and a Master in Higher Education Administration. He earned a Ph.D. in Public Policy and Administration from Walden University. Dr. Minor was co-editor of Beyond Politics as Usual: Paths for Engaging College Students in Politics (2017) as well as the author for Reflections on President Barack Obama.
